บันไดหนีไฟ เป็นส่วนหนึ่งของเส้นทางหนีไฟในอาคาร ที่มีกฎหมายอาคารออกข้อบังคับต่าง ๆ ให้ผู้ออกแบบยึดเป็นแนวทางในการออกแบบอาคาร เพื่อความปลอดภัยของผู้ใช้สอยอาคาร กฎหมายอาคารที่ควบคุมรายละเอียดของบันไดหนีไฟ รวมถึงมาตรฐานการออกแบบที่เกี่ยวข้องกับบันไดหนีไฟ มีดังต่อไปนี้ กฎกระทรวงฉบับที่ 33 (ใช้สำหรับอาคารขนาดใหญ่พิเศษและอาคารสูง) กฎกระทรวงฉบับที่ 55 (ใช้สำหรับอาคารสูงไม่เกิน 23 เมตร) ข้อบัญญัติกรุงเทพมหานคร เรื่องควบคุมอาคารปี พ.ศ. 2544 ประกาศกรุงเทพมหานคร เรื่อง ข้อกำหนดลักษณะแบบของบันไดหนีไฟ และทางหนีไฟทางอากาศของอาคาร พ.ศ. 2531 กฎกระทรวง กำหนดสิ่งอำนวยความสะดวกในอาคารสำหรับผู้พิการหรือทุพพลภาพ และคนชรา พ.ศ. 2548 ระเบียบคณะกรรมการฟื้นฟูสมรรถภาพคนพิการ ว่าด้วยมาตรฐานอุปกรณ์หรือสิ่งอำนวยความสะดวกโดยตรงแก่คนพิการ พ.ศ. 2544  จากข้างต้นจะเห็นได้ว่ามีกฎหมายหลายฉบับที่ใช้ควบคุมอาคารในส่วนของบันไดหนีไฟ  และเนื่องจากการที่มีการออกกฎหมายออกมาหลายฉบับนี่เอง จึงทำให้เกิดความซ้ำซ้อน และยึดโยงในส่วนข้อกำหนดของกฎหมาย หากจะแบ่งขนาดของอาคารเพื่อให้ง่ายต่อการออกแบบ อาจแบ่งการออกแบบบันไดหนีไฟ ออกเป็นสองประเภทตามกฎหมายควบคุมอาคารดังนี้ บันไดหนีไฟสำหรับอาคารสูงไม่เกิน 23 เมตร บันไดหนีไฟสำหรับอาคาร องค์ประกอบที่สำคัญ ที่จะต้องจัดเตรียมสำหรับบันไดหนีไฟ เพื่อให้อาคารถูกต้องและเกิดความปลอดภัย สอดคล้องกับกฎหมายควบคุมอาคาร รองรับความต้องการของผู้พิการ อาจกำหนดได้ดังนี้ บันไดหนีไฟสำหรับอาคารสูงไม่เกิน 23 เมตร ผนังทึบ ทนไฟ ประตูบันไดหนีไฟขนาดกว้างไม่น้อยกว่า 850 มม สูง …

FAR & Development in India

ได้มีประสบการณ์ออกแบบงานในประเทศอินเดียมาซักระยะหนึ่งแล้วครับ จะว่าไปก็นานหลายปีแล้วเหมือนกัน จึงอยากนำเรื่องการออกแบบ วางผัง ของโครงการอาคารพักอาศัยในประเทศอินเดียมาเปรียบเทียบกับของบ้านเราครับ      ประเทศไทยมีการควบคุม FAR ในกฎหมายอาคารที่ 10:1 และในแต่ละพื้นที่ก็จะมีการให้สัดส่วน FAR ต่างกันไป เช่น ในกรุงเทพฯ พื้นที่ในย่านพักอาศัยหนาแน่นมาก จะมี FAR ลดลงเหลือไม่เกิน 8:1 และลดหลั่นไปตามลำดับของความสำคัญของแต่ละพื้นที่ ทางด้านกฎหมายอาคารจะกำหนดให้มีพื้นที่อาคารปกคลุมดินและพื้นที่เปิดโล่งสำหรับอาคารพักอาศัยที่ 70:30 และมีการกำหนดให้มีระยะร่นของแนวอาคารห่างจากเขตที่ดินสำหรับอาคารสูงและใหญ่พิเศษที่ไม่น้อยกว่า 6 เมตร รวมไปถึงการอนุญาตให้สร้างอาคารได้สูงไม่เกินสองเท่าของความกว้างถนนด้านหน้าโครงการ นอกจากนี้ยังมีข้อกำหนดจากคณะกรรมการศึกษาผลกระทบสิ่งแวดล้อมออกมาควบคุมพื้นที่สีเขียวที่เป็นสัดส่วนกับจำนวนผู้อยู่อาศัยในโครงการนั้น ๆ สำหรับอินเดีย ประเทศที่มีประชากรมากเป็นอันดับสองของโลก มีการกำหนดรูปแบบของระยะร่นอาคารจากเขตที่ดิน รวมไปถึง FAR เอาไว้แตกต่างจากบ้านเราพอสมควรโดยยึดโยงกับขนาดความกว้างของถนน เช่น ถนนกว้าง 14.50-20.00 ม FAR 2.25:1 ในเขตพาณิชยกรรม และ 2.50:1 ในเขตอื่น ๆ ถนนกว้าง 20.00-24.00 ม FAR 2.50:1 ในเขตพาณิชยกรรม และ 2.75:1 ในเขตอื่น ๆ ถนนกว้างกว่า 24.00 ม FAR …
